Sichuan SilkRoad Port Construction & Development Co., Ltd. (hereinafter referred to as the “Solicitor”) and Shanghai International Tendering Co. Ltd. (hereinafter referred to as the “Solicitation Agent”) are now soliciting proposals for business planning and creative idea of architectural concept of the Belt and Road Initiative Import & Export Commodity Distribution Centre (SICHUAN) Headquarter Project (hereinafter referred to as the “Distribution Centre Project”). We intend to openly invite applicants with relevant experience in business planning and architectural design of commercial complexes around the world to respond to the call for ideas. Three Participants will be selected through public prequalification process. Applicants who meet the qualification requirements are welcome to submit the APPLICATION DOCUMENT for Prequalification. The purpose of this solicitation is to analyze and explore important factors of the project site such as its current functional positioning, planning and design conditions, and building scale , so as to provide scientific and reasonable advice for Solicitor to carry out the public bidding of design and construction of this project. This solicitation does not have a direct causal relationship with the undertaking of the design and construction work of the Distribution Center Project.<>

The Distribution Centre Project is an initiative put forward by Sichuan Provincial Party Committee and Provincial Government to implement the vision of President Xi for building Chengdu-Chongqing Economic Circle on his visit to Sichuan. President Xi calls for "the construction of a strategic highland for opening up to the west and a new base for participating in the international competition, and to become an important growth pole and new driving force for high-quality development in the western region as soon as possible". The Distribution Centre Project is a major action planned and implemented in the strategic direction of “jointly building the Belt and Road Initiative and strengthening the opening up of the west”. As the only export-oriented strategic project directly planned by the CPC Central Committee and the State Council, the Distribution Center Project has undertaken the important mission of building an inland international gateway hub, creating an innovative and open demonstration zone, and becoming a new engine for open economic development, and it reflects the ardent hope of the CPC Central Committee and the State Council for Chengdu and Chongqing to build an inland opening-up highland. This project is a landmark project of Sichuan Port and Shipping Group in implementing the decisions and deployments of the central and provincial party committees and governments. It focuses on the construction needs of the Chengdu-Chongqing Economic Circle, and aims to build an important carrier of Sichuan's open economy. The Distribution Center Project should play a symbolic role, reflecting the international characteristics of the Belt and Road Initiative.<>

Applicants must have project experience in commercial planning and commercial complex architectural concept creation or design similar to the content of this solicitation. Participant shall guarantee that if his proposal uses or includes IPR or proprietary technologies or trade secrets of others, Participant shall have already obtained legitimate, valid and sufficient authorization from the right holders. Participant shall take all liabilities arising from infringement by the Participant upon IPR or proprietary technologies or trade secrets of others.<>
